BACH TO BASICS FOR CULTURE'S SAKE

Citing years of budget cuts to music and arts programs, many educators and artists in Queens fear that the borough's public schools are producing a generation of cultural illiterates.

Before the budget crisis of the 1970s, which slashed municipal services across the spectrum, high schools and districts around the city had licensed music and art teachers in the classroom.
